The QMS allows users to express their concerns pertaining to cooperative functionality, business affairs, operational and management challenges, and so on in order to receive quick and high-quality advice The QMS is divided into two parts: New Queries and Frequently Asked Questions (FAQs). Registered users can submit questions independently via the "New Queries" option.

Cooperatives are governed according to Cooperative Laws as "member-controlled institutions" and "business enterprises." States/UTs in India have their own Cooperative Law (Acts/Rules). All cooperative societies having an "area of operation"" confined to the boundaries of the state shall be registered under the applicable laws of the states/UTs. The Multi-State Cooperative Societies Act (MSCS) requires cooperative societies with an 'area of operation’ in more than one State/UT to register. Because of regulatory complexities and other socio-political factors, cooperative members and the general public continue to be disadvantaged when it comes to accessing quality and timely information, knowledge, and services in managing the functionality of cooperatives and day-to-day business affairs, and evolving as a "self-regulatory institution. "Youth and women, the future of cooperative movement, confront further impediments to understanding the nature and advantages of cooperatives and their services.
